On the Question of Improving the National Institutional System of Public Administration to Achieve the Practical Tasks of Nootransition

Abstract
The issue of the need for a deep structural transformation of the national institutional system of public administration (NSPA) is raised in the context of rapidly developing scientific and technological progress and the beginning of nootransition - the transition to a new stage of civilization development based on knowledge, knowledge-intensive material production and associative interaction. Attention is drawn to the obvious failure of the neoliberal paradigm, which has shaped the global economic architecture for decades. It is noted that the existing model of global development embodied, among other things, in the UN Sustainable Development Goals, despite its large scale, suffers from internal inconsistency and adherence to a paradigm that has lost its relevance. Attention is focused on the need to create in Russia a comprehensive scientific and analytical institute to ensure systemic support for management decisions adequate to the nootransition challenges. The Coordination and Analytical Center for Society Transformation Research can become such an institute; it may be established on the basis of the Russian Academy of Sciences with the participation of leading scientific and public organizations, including the VEO of Russia and the S. Y. Witte Institute for New Industrial Development. It is concluded that without the formation of a powerful analytical platform capable of collecting, interpreting and transforming data into administrative decisions, it is impossible to ensure high-quality implementation of national development goals and a worthy response from Russia to global challenges. Managing nootransition must become a conscious and controlled process - the key to future sustainable social development.
