Labor Migration as an Indicator of the Development Trend of the Political Economy Category of “Labor” in the Theory of Noonomy

Abstract

Global socioeconomic dynamics is entering a prolonged nootransition, understood as a movement from the New Industrial Society through NIS.2 toward noonomy, grounded in the emergence of an integral world economic order and in the rising share of knowledge in the social product. Under this shift, knowledge ceases to be an add-on to technology and becomes an internal organizing principle of production. Growth in knowledge intensity reshapes output structure and the architecture of employment. The political economy category of “labor” undergoes an aromorphosis as a progressive evolutionary complication of its organization and functions. Routine procedures move to autonomous technosystems, while human participation shifts toward project generative and creative functions linked to embedding knowledge into the product and the production process. Automation and remote cooperation increase the mobility of competencies and weaken territorial anchoring of employment, forming a new type of labor migration. A dual migration phenomenon emerges. The spatial modality appears as the relocation of workers from zones of skill underutilization to nodes of heightened demand and research, and production concentration. The functional modality reflects a transition from reproductive employment to knowledge-intensive and creative activities, including project formats and distributed teams. In parallel, motivations shift toward creative self realization and an expanded zone of freedom while the need to reproduce income remains. An indicator of the development tendency of the category “labor” is the joint dynamics of the two migration modalities, where acceleration of functional transitions combines with the concentration of spatial flows in certain “points of crystallization”. These points combine a high level of readiness of the environment (the ability to absorb new forms of labor) and the potential for technology penetration under institutional receptivity to their diffusion within the existing structure. Migration signals are considered in conjunction with the quadriga of noonomy. It comprises scientific and technological progress, diffusion of property, socialization, and solidarism. On this basis, a noocriterial assessment of labor motivations is formed, and a shift of values toward creativity and public participation is recorded.
