Integrating the Creative Component into Industrial Strategies

Abstract
The paper examines structural constraints and institutional challenges limiting the development of Russia’s manufacturing sector in the conditions of the technological transition. The analysis focuses on the decoupling of employment trends from value-added growth, highlighting declining productivity and capital efficiency. Special attention is given to the insufficient integration of creative and interdisciplinary approaches into industrial policy and workforce development. Drawing on international case studies (Germany, China, the United States), the study substantiates the shift from conventional STEM to STEAM models that combine engineering, digital, and creative competencies. The author proposes institutional measures to strengthen human capital, reform educational standards, and foster technology-driven entrepreneurship to ensure sustainable industrial growth.
