Agrobiotecnoparks as a Mechanism of Innovative Development: A Strategic Vector Towards Noonomy

Abstract
This paper explores the concept of noonomy as a new theoretical and methodological framework for post-industrial development, aimed at the transition from resource-infrastructure models of economic management to cognitive-institutional strategies for sustainable reproduction. The key provisions of the noonomic model of regional development, focused on the reproduction of knowledge, technological modernization, cultural continuity and institutional sustainability, are analyzed. Agri-industrial technology park structures are considered as key institutional forms for the implementation of the noonomic model of regional development, providing the integration of scientific, educational and production resources, the development of human capital and the introduction of environmentally friendly business models. The authors examined the projects of the agribiotechparks "Giaginsky" in the Republic of Adygea and "Subtropics of Russia" in the Krasnodar Territory as examples of physical embodiment of noonomic principles of regional development. Functional architecture of agri-industrial technology parks is identified in the context of the noonomic concept. The authors conclude that agribiotechparks facilitate the transition from a resource-infrastructure model to reproductive-innovative strategies, establishing the cognitive and technological foundations for the spatial sustainability of territories. The consideration of these technology park structures as key elements of spatial organization of post-industrial economy, providing long-term sustainability and integration of regions into noonomic development processes, is substantiated.
